After starting a temporary homeless shelter, a pastor that knows there is just not enough being done as far as making the homeless capable of supporting themselves.
He also knows that as long as American politicians are in charge, The Mexican immigrants will not be the only ones kept in the prisons. The next group that have a low opinion rating would be the homeless. The politicians opt for both to go to prison.
The pastor asks the all-powerful FEMA if he can take charge of several
prison camps in the region of the devastating oil spill that is now destroying the beaches, and a lot more along the southern coast. He promises to keep the budget to what BP has offered.
